Health System Specialist

Monitoring and coordinating HCC activities to optimize administrative support and management of the Office of the Administrator, resource utilization, information management, consult management and workload capture, the incumbent provides operational support and expertise to the facility HCC Administrator, Medical Director, Chief Nurse Executive and Associate Administrator, participating in leadership discussions, decisions, and policy-making. He/she will report directly to the HCC Administrator, who in turn reports directly to the Salisbury VAMC Medical Center Director (First Level Senior Executive). The position is also responsible for ensuring a high-quality patient experience for the Veteran, by acting on feedback from the Veteran, his or her family and/or significant others, VAMC employees, and expert clinical staff. In addition, will work with the V AMC leadership to develop strategic plans for the facility as it relates to access to care. The position measures and assesses clinical business activities with an emphasis on improving clinical product line performance. Incumbent is fully responsible for overseeing the planning, directing, and coordinating all day to day operations of the administrative aspects of the Office of the HCC Administrator. The incumbent provides guidance in the administrative activities of the HCC. This local oversight is provided in close coordination with VAMC-based service chiefs and administrative officers. Work with Veteran Experience Advocates at the local VAMC to evaluate patient and family concerns regarding the access to services needed. Ensures the integration of all administrative services provided by the HCC with those of the parent Medical Center and VISN. Coordinates with HCC Leadership to ensure the implementation of safe, effective, and efficient care for the Veterans. Analyzes complex administrative management problems with rapid fluctuation in various program priorities and requirements. Interacts directly with HCC Leadership Team, advising them on key operational issues and carefully assesses conflicts between program requirements and available resources. Works with the HCC Leadership Team and to develop overall administrative policy. Establishes and updates local standard operating procedures, working closely with the HCC clinical and administrative Services. Identifies personnel needs and prepares and maintains position descriptions based on familiarity with position classification criteria, qualification requirements, and other phases of Human Resources. Works closely is Emergency Management personnel to continuously review contingency plans and coordinates contingency exercises. Acts as a liaison and representative of the Support Services in contacts with other government agencies and private organizations. Is responsible for coordinating the overall operation and function of various support programs and is responsible for establishing priorities to ensure the needs of the program are met. Coordinates and/or directs the completion of administrative matters with other clinical and administrative programs. Independently makes decisions and signs documents as authorized and as required for the administrative management. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Mastery of a wide range of qualitative /quantitative as well as analytical/evaluative methods for development and management of a major administrative program for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems in the areas of Clinic Cancellation and No Show, Veteran's Choice Process, Auditing, Consult Management, Telephone Call Center Processes, Contingency Planning, Elevation Planning, Communications Planning, Change Management, Virtual Care Technologies, IT, Equipment and Staffing Acquisitions, Logistics Management, Space Utilization, Strategic Planning, Business Planning, Process Improvement, Veterans Experience, etc. Comprehensive knowledge of the range of national administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs including Advanced Principles and Strategies for Access improvement, Clinical Management Directive, Scheduling Directive, Consult and Telephone Access to Care Guidance, etc. You will be rated on the following Competencies for this position:

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work of this position is primarily sedentary in nature. However, short periods of walking, standing, bending, and carrying of light items, such as papers and books, are required on an occasional basis.
